President's Report
Presidents Report
In 2026, UGFOA celebrates 50 years of training, supporting, and connecting its members. As I begin my term as President of the UGFOA, I am honored to serve an organization that plays such an important role in supporting public finance professionals throughout the state.
The 2026 Spring Conference was a huge success and that was in no small part due to the participation in our events committee. They were instrumental in brainstorming and lending their valuable ideas and experience to make the conference become a reality. At the conference, we welcomed Joseph Anthony as our new board member and our Secretary/Treasurer for 2026. We also recognized Danyce Steck as our first well-deserved UGFOA Finance Officer of the Year and highlighted an impressive seven member entities that received GFOA's Triple Crown. UGFOA was also proud to award two CPFO scholarships. The CPFO program is such a great way to increase and enhance our skills as finance officers so congrats to the recipients. Thank you to the more than 200 members who attended the spring conference and to our record number of sponsors for their participation and support.
I want to share how excited I am to serve as your President this year. UGOFA has helped me connect to my peers and gain the technical knowledge and skills I have needed to progress in my career. I am dedicated to help each of you do the same. One of my primary goals this year is to strengthen the connections among our members. Whether you work for a city, county, special district, school district or state agency, we all face many of the same challenges and opportunities. The knowledge, experience, and perspective within our membership are among UGFOA's greatest strengths.
Throughout the coming year, I hope to create and support opportunities for members to connect, collaborate, and learn from one another. Strong professional relationships not only help us solve problems more effectively, but also contribute to our growth as leaders and public servants. Some of the most valuable lessons in my career have come through conversations with colleagues who were willing to share their experiences and insights.
I encourage each of you to become involved - attend events, participate in discussions, join a committee, and reach out to fellow members. Together, we can continue to build a strong and supportive professional community that benefits both our members and the citizens we serve.
Thank you for your commitment to public finance and to UGFOA. I look forward to connecting with many of you throughout the year and working together to strengthen our association.
-Angela Lupcho, CPFO

UGFOA GroupMe
For those attending the GFOA Annual Conference in Chicago, we have created a GroupMe group called "UGFOA in Chicago" so we can communicate and organize for travel, meals, or social events. This is optional of course, but we don't want anyone traveling or eating alone if they don't want to be.
UGFOA will organize a Dutch Dinner (everyone pays their own way) on Monday evening, but everyone is encouraged to invite group members to join them for meals, tours, or other adventures.
Here is the link to the group.
